After signing a contract with the landowner, the building owner must pay taxes to the District.
When a building owner claims 'Get Lay' to get $Lay 007, the tax is automatically paid.
Landowners receive taxes at different times for each contractor because of the different claiming times.
The tax can be set by the building owners, with a minimum of 10% to 20%, and can be used to drive competition for contracts.
The building owner must have a contract with the landowner to get $Lay 007.
If building owners pay more taxes at level 1 of the same tier, they'll be able to get a better deal than at level 3 of it.
Conversely, building owners with a level 3 building of the same tier can compete for contracts from a position of strength, even if they pay less tax.
Note: 20% of the taxes that landlords receive from building owners go to the Governance Treasury.
